All you have to do is go to Start > Run and type in "msconfig"

And under BOOT.INI tab, you will find your boot loader info like Timeout and OS..
If I'm not mistaken, the Timeout default is 30 seconds. So to reduce it to 10 seconds like I did to my laptop, just change the value in Timeout box, right under "Move down" button and click OK then you're done..

Restart your PC to see whether it's working or not...
